does this require Call Center or IVR Experience?

It would depend on what happens when they make the local call; do they listen to another recording or will they be speaking to a live person? If speaking to a live person, are you looking for people to handle those calls - Call Center support, or are you wanting the call to go to you or your people?

Its possible to have your IVR play the recorded message and if the listener wants to speak to a live person, press a number and automatically be transferred.
