Portal company need to set up call center?

Potal company don't have data mining and user segement, if you work in Potal company and your boss consider set up call center for free service and premium service user. How do you think about this issue? what kind of solution you suggest your boss? what kind of risk your company need to take it? do you agree your boss opinion?
