In my opinion, it depends on several processes and assumptions.
Yes, you can manage the hiring etc. of 16 people yourself, taking on this additional administrative burd... eh... challenge. The biggest problem you will have, is that your CSR's do not have an "independent body" within the organisation they can turn to. Look at your growth predictions and then decide if you need anybody.
