Calculating Staffing Impacts based on email SL

I am trying to figure out a way to quantify the impact of staffing requirements if email SL are changed. If I change the SL from 24 to 48 hours, for example, what will the impact be on FTE required, if any?
If somebody has some experience with this, any tips would be appreciated.
