Brand new team in need of metrics/standards

I am a Coordinator or supervisor of a brand new call center team for a tax office where we handle calls for both property tax and motor vehicles and right now there aren't any standards in place. this department is brand new and i need to come up with standards and measurements. right now there are only three of us working in this department but it has growth potential as it is a county office that will eventually handle calls for all 4 offices (right now answering calls for one office). I am uncertain where to start because it is such a small team and this will be my first time coming up with standards. are there any suggestions?
