Costs to build and operate a call center in Costa Rica

Hi, I am currently looking for information on the costs to start up, build and operate a small call center in Costa Rica. I already have the land purchased and ready to build on. I am looking to start with a 10-20 person call center with room to expand.
How much space would I need for a 20 person center?
How much would equipment cost (I will be calling the US)?
What type of software will I need? I am looking to make outbound calls to the US and then transfer the calls to my clients in the US.
have no knowledge of the call center business however I have extensive contacts in a particular industry that could benefit from such a service. I have researched minimum wages for Costa Ricans, however I'm assuming that I would need employees that have some sort of education and very good english. If anyone has info on just the operating and equipment costs side I would greatly appreciate any info provided. I can calculate building costs, I am just not sure on suitable building dimensions and designs for a call center of my size. Thanks in advance.

I am just curious as to the English proficiency of Costa Ricans... How well do they speak, and do you think training them will be less costly than if you were to train other agents from other countries?
