I'm not sure that this exactly answers your question - but I have been using a tool called Planner from Blue Pumpkin. It can act as a standalone so you don't have to buy the workforce product if you don't want to - but it has provided me with tons of value in terms of creating templates and models for staffing and testing theories for cross skilling, deferred work, etc.
I've used it as the standard for staff planning for a year now.
