Customer Call in Contests

I am thinking of doing a customer contest but am not sure of the legalities of one. I would like to bill the customer for the call but provide them a toll free number (800). I can put a disclaimer in the IVR or cloud before charging them to help avoid confusion. I know news agencies, MTV, Big Brother run these but with 900 numbers and I would rather not have the stigma of a 900 number.

Anyone done something like this? What are the legalities behind running a contest like this across US state lines? Would it be considered lottery/gambling? What about hosted providers for call in contests? How would I handle calls after the winner (block at network, charge up to a point)?

I would really appreciate any insight.
