Call Center Marketing Strategy

I run a very small Call Center, 8 employees. My company is a DOD contractor and I am attempting to get them to expand our business by looking more into the private sector for business as opposed to the government. My boss has asked my to put together a Call Center Plan documenting the ways that we could better market ourselves and I could use some help. I am thinking along the lines of registering with search engines, Call Center sites, etc, as well as some telemarketing. Does anyone have any other information that may be useful? Also, has anyone ever had to put together such a plan, and do you have where I may get a sample copy to get me started? Any assistance would be greatly appreciated.

As I read your submittion, I was reminded of my situation. We are a larger outbound/inbound contact center looking at marketing ourselves more to the outside world.
