Collection call rules

Our 24/7 inbound call center currently handles propane customer emergency calls. As we expand we are considering doing some basic collection calls during slow call periods (primarily during week day hours). I need info on the guidelines that apply to collection calls in the U.S. -- such as the acceptable hours to call, limitations on the number of messages left, etc. Any suggestions on where I could get this information?

If the program goes forward we will hire experienced collection agents, but our current knowledge in the field is very limited. Any help would be appreciated!
