Looking for Internal Communication Program

Hi all. I manage a group of 25 representatives who take incoming calls and answer emails. I'm looking for a "simple" program that can provide the following:

1. My ability to send messages to each representative individually, or as a group.

2. The ability for representatives to answer and communicate back to me or supervisors, however limit the "chatting" between reps.

I want the ability for only certain individuals to initiate conversations, however allow all users to respond back when a conversation is active.

This tool would greatly assist in the coaching by supervisors without the disruption of a sticky note on the monitor.

As we all know, cost is a limiting factor, so the cheaper the better!

You may find some chat servers will suit your needs
Adobe Media Server
CamFrog are 2 that I know of but implementing them may require some IT assistance for setup.
